Multi-Disciplinary Dialogue on Justice, Development and Geopolitics of the Horn

The Ministry of Justice of the State of Eritrea is actively and judiciously working to reconstitute the justice system in Eritrea. It is a fundamental belief of the Ministry that a justice system that is grounded in the values and reflecting the all-encompassing realities of the society it is supposed to serve, in addition to being an important component of the developmental aspiration of that society, should also be able to contribute in creating an enabling environment for that developmental effort.
The Ministry of Justice has organized a dialogue under the title “Justice, Development and Geopolitics of the Horn”, to be conducted on the 4th – 6th of September 2024. This is a continuation of the previous dialogue under the title “Values and Justice” which was conducted in Asmara on 29th – 30th of April 2024. The former dialogue identified the core Eritrean values in the context of sustainable developmental process. It explained the origin of those values, their meaning, their function and their importance to Eritrea. Furthermore, the dialogue served as a venue for sharing of experience with countries that share similar values and how these values were (or were not) integrated in practice in the context of their developmental process.
The second dialogue will address the broader geopolitical landscape, including its historic dimension, through which Eritrea is required to navigate in order to ensure the success of its nation-building and developmental efforts, particularly the geopolitics of the Horn of Africa, the Nile Basin and the Red Sea Region including the Arabian Gulf. Recognizing the interrelation between the global and the regional, the dialogue will also address the global geopolitical dynamics and the tectonic shift that is taking place in the global power configuration. The complex and rapidly evolving landscape of international relations has had a significant impact on the African continent, posing new challenges and opportunities for development and regional integration. This dialogue aims to examine the interplay between geopolitics, Justice, and the decolonization of development frameworks in Africa.
The dialogue will delve into the evolution of regional cooperation and integration efforts in the Horn of Africa, the Red Sea region, and the Nile Basin, analysing the opportunities and challenges inherent in such cross-border development initiatives. Discussions will be made to redefine the concept of development in the African context, ensuring that development goals and strategies are tailored to the continent’s diverse social, cultural, and economic landscapes. To understand the profound influence of geopolitical dynamics on regional development, the dialogue will examine the historical roots and contemporary manifestations of these complexities in the Horn of Africa and beyond. Deliberations will explore how global power dynamics shape the trajectories of development and integration efforts.
Lastly, the dialogue will provide a platform for the sharing of experiences and best practices, fostering a common understanding of the synergies and interdependencies that underpin development processes across Africa. The ultimate aim is to synthesize key insights and recommendations that can guide future collaborations, and contribute to a more equitable and sustainable development path for the African continent.
